ITS operates the UK’s largest dedicated business-grade local access fibre network, delivering future-proof connectivity solutions for the digital marketplace. Our wholesale offer powers service providers across the IT channel, and we work directly with public sector organisations and national carriers to unlock digital opportunities.
Working with the public sector
To date, ITS has delivered more than 30 substantial public sector projects across health, education, government, and local authority settings, providing the digital foundations on which modern public services depend.
We recognise that every part of the public sector has different needs – from hospitals requiring secure, high-capacity links, to schools expanding digital learning, to councils driving regeneration, inclusion and smarter services. Partnership is central to our approach, ensuring that each network is designed around these priorities and creates lasting public value.
To support this, ITS has developed a number of innovative commercial models – including joint ventures, concession agreements and anchored builds – which ensure investment is directed to where it can make the greatest impact. This approach allows infrastructure to deliver wider social and economic benefits alongside faster, more reliable connectivity.
Examples of our track record include:
- LCR Connect: a joint venture with the Liverpool City Region Combined Authority, spanning all six local authority areas. This full-fibre, open access network connects businesses, public services, residents, universities and hospitals, driving regeneration and long-term digital growth.
- Digital Greenwich Connect: a joint venture with the Royal Borough of Greenwich (through DG Cities), creating a borough-wide fibre network to support businesses, public buildings and social housing, while enabling smart-city applications.
- Nottingham: a long-term concession extending fibre through more than 100km of existing duct along the city’s tram routes, connecting business parks and supporting enterprise.
- Crawley: an anchored build, part-funded by the Towns Fund, set to deliver gigabit-capable connectivity across the Manor Royal Business District and town centre, benefiting over 1,500 businesses.
Delivering impact, not just fibre
Modern public services depend on fast, resilient connectivity; but fibre on its own is not enough. ITS builds social value into every project, from creating apprenticeships and skills programmes to supporting local supply chains and reducing carbon impact. By collaborating with public sector partners, we ensure our networks are shaped around local and national goals and deliver the outcomes that matter most.
Looking ahead
ITS will continue to expand its network and partnerships across the UK public sector. Our mission is not only to deliver fibre, but to create the conditions for better services, fairer access and long-term sustainability.
